Homeschooling in New York State is governed by the NYS Education Department Regulations on Home Instruction.  The regulations and supplementary Q & A can be found here:

In summary, homeschooling families in New York State are required to file paperwork with their local district’s Department of Education each school year, including: a Letter of Intent to Homeschool (LOI), an Individual Home Instruction Plan (IHIP), 4 quarterly reports and an annual assessment.  Details on the rights and responsibilities of homeschoolers in the state as well as the content and filing dates for the paperwork can be found in the NYSED Regulations and Q & A.
